Derek Blackshare is our company's CEO & President. Derek is a 22-year veteran of the environmental consulting and engineering business. He is widely recognized as an expert on environmental issues in real estate and in compliance with RCRA, CERCLA, SARA (EPCRA Title III), CWA (NPDES, POTW, SPCC), and NEPA. Derek holds a Master of Science in Industrial Engineering & Management, a Bachelor of Science in Mechanical Engineering. He is a Registered Professional Engineer (PE) in Oklahoma and Texas, a Certified Hazardous Materials Manager (CHMM), and an Oklahoma Corporation Commission ORBCA- Certified UST Consultant. In addition, Derek is a Registered Environmental Property Assessor (REPA) and a Certified Environmental Inspector (CEI). Derek is also Chair of the International Right of Way Association's (IRWA) International Environment Committee and a certified instructor for IRWA's environmental courses. In addition, Derek is Corporate Director for the Oklahoma Airport Operators Association (OAOA) and instructs a graduate-level engineering college credit course on hazardous materials and environmental management.
Sandra Wylie is the Chief Operating Officer. She is a 25-year veteran of the accounting and office management sector. As COO, Sandra is responsible for managing all aspects of our company’s day-to-day activities, including revenue and sales growth; expense, cost and margin control; and monthly, quarterly and annual financial goal management. She oversees the continued stability and growth of company’s fiscal, strategic, organizational and operational functions. Her duties include directing and managing the operations of Blackshare's expanding portfolio. Ms. Wylie assists the Chief Executive Officer in developing, implementing, and monitoring of operating plans, goals, and objectives. She manages the company’s budget, prepares company business/financial reports and manages the billing for each client.
Kenneth Webb is the Client Services Manager for the Tulsa and Oklahoma City, Oklahoma offices. Ken will be responsible for Client Management and Business Development. Ken has over 25 years of account management experience in several industries including oil and gas, manufacturing, and large retailers. Kenneth’s technical and service background, combined with his management experience allows him to understand client needs resulting in quality and timely service.
Robert Melton is the Manager of Regional Operations in the Dallas/Fort Worth office and brings to Blackshare over 25 years consulting experience on US EPA, DOE, DOD, and State-Lead environmental projects. His Project Management experience spans CERCLA enforcement, RCRA compliance, LPST Corrective Action, Emergency Response, and Site Assessment programs for numerous active and abandoned hazardous waste sites throughout the United States. Robert holds a Bachelor of Science in Geoscience and is a licensed Professional Geoscientist (PG) in Texas, Kansas, Kentucky and Tennessee. He is a Certified Hazardous Materials Manager (CHMM), and a Texas-Certified Corrective Action Manager (CAPM). He is also OSHA-certified for supervising and working in hazardous waste operations.
Steve Guess is the Client Services Manager for the Dallas office. Steve is responsible for Client Management and Business Development. He is a TCEQ EnviroMentor* and educates our clients regarding federal, state and local regulations. Mr. Guess has vast experience in development of Spill / Storm Prevention Plans. Steve has over 22 years of account management experience in several industries including environmental catastrophic assessment/adjustment, oil and gas, manufacturing, apparatus repair facilities, and large retailers. *TCEQ EnviroMentors are qualified professionals who volunteer to help small businesses and local governments comply with state environmental rules, either one-on-one or in a teaching situation.
Bill Beams is a Sr. Project Manager with Blackshare Environmental Solutions. He has extensive experience in conducting Phase I and Phase II environmental assessments. Mr. Beams has project management experience on various types of environmental projects including Storm Water Pollution Prevention Plans (SWPPP), Spill Prevention Countermeasure Control (SPCC), air emission inventories, monitoring well installations, remediation system design and installations; and contaminated soil characterization and disposal. Mr. Beams is very familiar with and works extensively with asbestos issues. He has conducted comprehensive asbestos investigations, which included defining homogeneous areas, bulk sample collection, review of laboratory analysis and final report preparation. His management activities have included hazardous waste investigations, excavations and disposal activities, which included personnel supervision, waste characterization, profiling, manifest preparation, transportation, landfill coordination, and final closure documentation. He has made recommendations for compliance with existing city, state and federal regulations including SARA, RCRA, CERCLA and Oklahoma Hazard Communication Standard.
